Terms of Reference

Description:

  • The Staffing committee oversees the function of the Council staff with the Clerk having the responsibility for the day-to-day matters as the line manager.

Membership:

  • Membership is a minimum of 7 members.
  • The first order business at the first meeting of the committee after the Annual Town Council meeting will be to elect a chairman.
  • A member of the Council must be chairman.
  • A member of the Council cannot hold more than chairmanship of a Council committee.
  • Town Mayor is not able to hold a place on the Staffing committee nor have any role within disciplinary matters and he should remain completely impartial at all times.

Meetings:

  • Bi-Monthly to be held every 3rd Monday at 7pm this committee meeting will alternate with the Events committee (This may differ in the event of a bank holiday).
  • Extraordinary meetings of the committee will be called as required by the chairman in consultation with the Clerk.
  • A record of activities and decisions taken by the committee will be recorded in the minutes.
  • Minutes of the committee will be submitted to the Town Council at the next meeting.
  • The Clerk is responsible for acting on the decisions of the committee as directed.

Quorum:

  • Three committee members required for decision making purposes.

Delegated Authority:

  • In April 2010 - to organize the process for interviewing and recruitment in the case of like-for-like staff vacancies, and for appointment subject to ratification by full Council.
  • Refer to the grievance and disciplinary procedures set out in the employee handbook where the Staffing committee has delegated power to interview informally and appoint two members of the Staffing committee to hear the initial grievance.
  • Approval of expenditure to authorise staff occupational health assessments.

Responsibilities:

  • Manage the selection and recruitment of staff employed by the Council.
  • Manage all other staff related matters, including sickness absence and disciplinary and grievance procedures as the need arises.
  • Manage the performance of the Town Clerk and establish arrangements for an annual appraisal of his/her performance and professional development requirements.
  • The chair of the Staffing committee together with the Clerk are responsible for performing the annual appraisal with quantifiable and measurable objectives.
  • To review employees pay awards and increments for recommendation to Full Council for approval.
  • To oversee any disciplinary investigations in line with the council's disciplinary procedures which includes appointing an investigator and deciding if any disciplinary action against the employee will or will not be taken.
  • To oversee an employee's formal grievance(s) in line with the council's grievance procedures.
  • Drafting, implementing, reviewing, monitoring and revising employment, training and development policies and making related recommendations to the Council.
  • To ensure that confidentiality is maintained over all staffing matters under the Data Protection Act 1998 and the code of conduct by all members of the council.
  • Helping to ensure that a staffing framework and culture exists within the Council which nurtures wellbeing, productivity, treats staff equally and with respect, values diversity and supports staff to give their best.

Accountability:

  • All decisions apart from those listed in delegated powers will require a recommendation to go to Town Council for ratification.

Restrictions:

  • Any member of the committee must declare any conflict of interest and withdraw from the room and/or abstain from voting as appropriate.

Review arrangements:

  • Appointment of the committee will be considered at the Annual Town Council meeting which may decide to alter, amend or dissolve the committee as required.
